I have a Backup solution in place is this sufficient

Having a backup is good but this may not be sufficient enough for business continuity at times of disaster

Do we have to spend a lot on DR site

Not necessarily, now a days lots of options are available like cloud which are very cost effective

Do we have to test the DR solution regularly ?

Restoration test are highly recommended, you should perform test at least once in 6 months.  This will help to make note of any changes which may have happened in your IT setup and be prepared when disaster strikes.
